IGL Gets New MD: The Gas Sector Reformer Behind Key Changes

New Delhi: At a time when India is accelerating its transition towards cleaner fuels and expanding natural gas infrastructure across the country, Indraprastha Gas Limited (IGL) has appointed industry veteran Kumar Shanker as its new Managing Director.

Shanker has assumed charge of IGL, India’s largest City Gas Distribution (CGD) company, which currently operates across 33 districts and 12 geographical areas spanning Delhi, Uttar Pradesh, Haryana, and Rajasthan. The company serves millions of consumers across domestic, commercial, industrial, and transport segments through its piped natural gas (PNG) and compressed natural gas (CNG) networks.

His appointment comes at a crucial juncture for India’s gas economy as policymakers push to increase the share of natural gas in the country’s energy mix while expanding city gas distribution infrastructure into newer markets.

A Veteran of India’s Evolving Gas Economy

A Chemical Engineering graduate from BITS Pilani, Shanker brings more than three decades of experience across virtually every segment of the oil and gas value chain.

Over a career spanning 32 years, he has worked on gas processing plants, petrochemical projects, corporate strategy, marketing, regulatory affairs, and city gas distribution. Much of his professional journey has been associated with GAIL (India) Ltd., where he held leadership positions across multiple states, including Gujarat, Maharashtra, Madhya Pradesh, Uttar Pradesh, and Delhi.

Industry observers note that Shanker’s experience extends beyond operational management into the increasingly important domain of energy regulation and policy-making-an area that has become central to the growth of India’s gas sector.

Key Contributor to Gas Sector Reforms

One of the defining aspects of Shanker’s career has been his involvement in regulatory and market reforms that have shaped India’s natural gas ecosystem.

He has worked extensively on issues related to pipeline authorisations, open access frameworks, transportation tariffs, and affiliate code regulations—areas that influence how gas is transported, priced, and accessed across the country.

Among the most significant reforms associated with his regulatory work is the implementation of the Unified Tariff mechanism for India’s National Gas Grid. The policy sought to simplify gas transportation charges across pipeline networks and promote wider access to natural gas by reducing regional disparities in transportation costs.

Energy sector experts have often described the Unified Tariff framework as a major step towards creating a more integrated and competitive gas market, particularly for consumers located far from gas supply sources.

Proven Track Record at MNGL

Before joining IGL, Shanker served as Managing Director of Maharashtra Natural Gas Limited (MNGL), Pune.

Under his leadership, MNGL emerged among India’s fastest-growing city gas distribution companies, witnessing significant expansion in infrastructure and customer outreach. The company particularly strengthened its footprint in household PNG connections, a segment that has become increasingly important in India’s efforts to promote cleaner cooking fuels and reduce dependence on conventional alternatives.

His experience in scaling CGD infrastructure is expected to be valuable for IGL as the company continues to expand beyond its traditional Delhi-centric market into newer geographies.

Strategic Importance for IGL

Shanker’s appointment comes as city gas distribution companies face a rapidly changing operating environment.

The sector is witnessing rising demand for cleaner transportation fuels, increasing industrial adoption of natural gas, and policy support for expanding gas infrastructure. At the same time, companies are navigating challenges related to gas sourcing, pricing volatility, infrastructure investments, and emerging competition from alternative clean energy technologies.

IGL remains one of the most influential players in India’s city gas ecosystem. The company has played a pivotal role in making CNG a mainstream transportation fuel in the National Capital Region and has significantly expanded PNG access for households and businesses.

As India pursues its broader energy transition goals, the role of city gas distributors is expected to become increasingly important in supporting lower-emission urban energy systems while complementing renewable energy growth.

Leadership Transition

Shanker succeeds Kamal Kishore Chatiwal, who has completed his three-year tenure at IGL and has been repatriated to his parent organisation, GAIL (India) Limited.

IGL is a joint venture of GAIL (India) Limited and Bharat Petroleum Corporation Limited, while the Government of the National Capital Territory of Delhi holds a 5% equity stake in the company.

With a blend of operational, regulatory, and policy expertise, Shanker’s leadership is expected to strengthen IGL’s position as the company navigates the next phase of India’s gas infrastructure expansion and clean energy transition.
