Why Dr. Gayathri Sampath’s Move to CIPP Signals a Stronger Push for Practical Public Policy

India’s policy ecosystem is undergoing a quiet but significant transformation. As startups scale faster, MSMEs navigate economic shifts, and institutions attempt to keep pace with digital disruption, the demand for policy experts who understand both theory and execution has never been greater.

It is in this backdrop that the Centre for Innovation in Public Policy (CIPP), an NCR-based think-and-do public policy tank, has brought on board Dr. Gayathri Sampath as Senior Fellow — a move that reflects the growing convergence between academia, consulting, entrepreneurship, and public policy in India.

For CIPP, the appointment is not just about adding another academic voice. It is about strengthening its ability to create implementable policy solutions rooted in real-world business and institutional experience.

Dr. Sampath arrives with a rare blend of corporate consulting expertise, academic depth, and policy understanding accumulated over nearly three decades.

Currently serving as Professor of Strategy at KJ Somaiya Institute of Management under Somaiya Vidyavihar University in Mumbai, Dr. Sampath has also previously taught at IFMR Graduate School of Business at Krea University and NMIMS School of Business. Over the years, her work has focused heavily on institutional adaptability, strategic agility, entrepreneurship, and evolving social trends — themes that are increasingly becoming central to India’s growth story.

Bridging Consulting, Academia and Policy

Her doctoral research on strategic agility and institutional adaptability has been published in leading peer-reviewed journals and has influenced consulting and advisory assignments across sectors. At a time when businesses, governments, and institutions are grappling with rapid technological shifts and changing economic realities, these areas of expertise carry growing relevance.

What also makes Dr. Sampath’s profile particularly distinctive is her ability to bridge multiple worlds.

Before entering academia full-time, she spent 18 years in consulting roles across globally respected firms including Deloitte, Avalon Consulting, and SmartAnalyst. During this phase, she worked extensively on go-to-market strategies, market entry planning, business model evaluations, and policy-linked advisory projects.

Her consulting assignments included work with organizations such as IFC, the Ford Foundation, and several Indian and multinational corporations. Over time, she rose to leadership positions, building experience that went far beyond theoretical strategy frameworks and into the realities of implementation, execution, and institutional challenges.

This practical understanding appears to align closely with CIPP’s broader philosophy.

Unlike traditional policy think tanks that often focus largely on research and recommendations, CIPP positions itself as a “think-and-do” institution — emphasizing actionable, implementable solutions designed for large-scale public good. The organization works at the intersection of government, private sector, social sector, and civil society, aiming to create collaborative models that can translate policy ideas into measurable outcomes.

Announcing the appointment, K Yatish Rajawat, Founder and CEO of CIPP, said the organization sees Dr. Sampath’s expertise as directly relevant to its long-term policy and advocacy agenda.

“CIPP is delighted to welcome Dr. Sampath,” Rajawat said. “Dr. Sampath’s academic credentials and research on institutional agility and the digital economy speak directly to the advocacy objectives and policy change CIPP aims to advance. Her tenure at Deloitte and Avalon, and decades spent moving between the consulting room and the classroom, mean she understands both the architecture of policy and the friction of implementation. CIPP looks forward to Dr. Sampath’s mentorship at all levels of our organization.”

Why Her Research Matters for India’s Startup Ecosystem

The emphasis on “implementation friction” is particularly notable.

In India’s policymaking landscape, many initiatives struggle not because of weak intent, but because execution often fails to match ambition. Experts who understand operational realities alongside policy design are becoming increasingly valuable — especially in areas connected to entrepreneurship, MSME growth, digital transformation, and institutional reform.

These are also the areas Dr. Sampath has continued to explore through her ongoing research.

Her current work examines the intersection of age and gender in entrepreneurship, as well as the growing influence of social media on broader social and policy trends, including diversity and inclusion. These themes are gaining importance globally as governments and businesses rethink workforce participation, entrepreneurial ecosystems, and digital societal shifts.

For India’s startup ecosystem, such conversations are becoming increasingly relevant.

As entrepreneurship expands beyond metro cities and becomes more inclusive across demographics, policymakers are under pressure to design frameworks that support sustainable business growth while also addressing social and structural challenges. Researchers and advisors who can connect data, business realities, and policy execution are likely to play a crucial role in shaping these conversations.

Speaking on her appointment, Dr. Sampath said the opportunity aligns closely with the work she has pursued across consulting, academia, and advisory engagements.

“I look forward to contributing to CIPP’s think-and-do approach to policy. Questions around institutional agility, MSME growth, and the conditions that allow entrepreneurs and businesses to thrive are ones I have engaged with across consulting, academia, and policy advisory work, and I am glad to have found a home for that work here, across some of CIPP’s most interesting initiatives,” she said.

A Growing Shift in India’s Policy Ecosystem

The appointment also reflects a broader trend emerging across India’s policy ecosystem — the increasing integration of domain experts from academia and industry into public policy institutions.

As India positions itself as one of the world’s fastest-growing startup and innovation economies, policy frameworks around entrepreneurship, digital business, MSMEs, inclusion, and institutional resilience are expected to evolve rapidly. Organizations like CIPP are betting that the future of policymaking will require not just theoretical expertise, but practitioners who understand how systems behave on the ground.

For CIPP, bringing in Dr. Gayathri Sampath appears to be a step in precisely that direction.

Founded with the mission of building practical solutions for large-scale public good, the Centre for Innovation in Public Policy works by creating alliances between government, the private sector, civil society, and the social sector. The organization describes itself as a platform designed to “stitch together” these ecosystems in order to enable collaborative problem-solving and policy implementation.

With Dr. Sampath joining as Senior Fellow, the think tank is now adding another experienced voice to its efforts to shape policy conversations that are not only ambitious in vision, but also practical in execution.
