The appointment was cleared by the Appointments Committee of the Cabinet (ACC) following recommendations from the Search-cum-Selection Committee under the Ministry of Petroleum and Natural Gas. Khanna, who currently serves as Director (Refineries) at BPCL, will assume his new role upon taking charge. His tenure is set to continue until May 31, 2029, or until further orders—giving him a substantial runway to implement long-term strategic shifts.
From Refineries to the Corner Office
Sanjay Khanna’s journey within BPCL reflects deep operational expertise and steady leadership growth. With over three decades of experience, particularly in refinery operations and technical services, he brings a strong execution-driven mindset to the top role.
An alumnus of National Institute of Technology Tiruchirappalli, where he studied Chemical Engineering, and later a postgraduate in Finance Management from the University of Mumbai, Khanna combines technical depth with financial acumen—an increasingly critical combination in today’s energy business.
Before his elevation, he led BPCL’s Mumbai and Kochi refineries, and served as Executive Director at Kochi. One of his most notable achievements was spearheading the successful commissioning of the Propylene Derivative Petrochemical Project (PDPP)—a major milestone in BPCL’s petrochemical expansion—despite disruptions caused by the pandemic.
Driving Efficiency, Integration, and Growth
Over the years, Khanna has been closely involved in multiple large-scale projects across BPCL’s refining ecosystem. His work has focused on installing advanced process units, improving operational efficiency, and enabling higher value realisation from refining operations.
His leadership is expected to further sharpen BPCL’s focus on:

A Strong Presence Across the Energy Value Chain
Beyond BPCL, Khanna plays an active role across the broader energy ecosystem. He serves on the boards of Bharat Petro Resources Limited, Petronet LNG Limited, and Ratnagiri Refinery and Petrochemicals Limited—positions that strengthen integration across upstream, midstream, and downstream segments.
He is also the Chairperson of the Technical Committee for Petroleum Refineries under the Ministry of Petroleum and Natural Gas, highlighting his influence in shaping industry-wide technical standards.
BPCL’s Expanding Footprint and Future Ambitions
As India’s second-largest oil marketing company, BPCL remains a critical pillar in the country’s energy infrastructure. The company operates refineries in Mumbai, Kochi, and Bina, with a combined capacity of approximately 35.3 MMTPA.
Its vast nationwide network includes:
- Over 25,300 fuel stations
- More than 1,000 CNG stations
- Over 6,250 LPG distributorships
But beyond scale, BPCL is also actively preparing for the future. The company is rapidly expanding its electric vehicle charging network across more than 6,800 fuel stations and has committed to becoming a Net Zero Energy Company by 2040 for Scope 1 and Scope 2 emissions.
